The Microsoft Azure Consumption Commitment (MACC) allows customers with an Azure spending agreement to count eligible Microsoft Marketplace purchases toward their Azure commitment.
If a Marketplace solution is MACC eligible, the full pre-tax purchase value contributes to the customer’s Azure spend commitment.
This helps customers:
Meet their Azure spending commitments
Purchase third-party Marketplace solutions
Adopt partner software within their Azure environment

How MACC Works
Customers who sign an Azure agreement with Microsoft commit to spending a specific amount on Azure services during a defined period.
This commitment can be fulfilled through:
Azure service consumption
Purchasing eligible third-party solutions through Microsoft Marketplace
If the Marketplace offer is MACC eligible, the purchase amount counts toward the customer’s Azure commitment.
⚠️ Important: Some purchasing methods or deployment models may prevent the purchase from contributing to the commitment.
Marketplace Offer Eligibility for MACC
To qualify for MACC, a Marketplace offer must meet Azure IP Co-sell eligibility requirements.
Once an offer meets these requirements, Microsoft typically enrolls it in the MACC program within about one week.
Requirements
The offer must:
Be transactable in Microsoft Marketplace
Meet Azure IP Co-sell program requirements
Be deployable and consumable within Azure
Offers that are NOT eligible
The following offer types cannot be enrolled in MACC:
Free offers
BYOL (Bring Your Own License) offers
⚠️ Important: Free and BYOL offers are not considered transactable offers, which makes them ineligible for IP Co-sell and MACC enrollment.
Important MACC Program Rules
🧩 MACC Enrollment Happens at the Offer Level
MACC is applied per offer, not per product.
If a product has multiple Marketplace offers:
Each offer must meet MACC requirements individually
Some offers may be eligible while others are not
Only eligible offers will contribute to MACC spend.
📒 Please note: If one offer is MACC eligible but another is not, only the eligible offer will count toward the customer's Azure commitment.
🔷 Solutions Must Be Used in Azure
To count toward MACC, the purchased solution must be used exclusively in Azure.
If the license is used in:
Hybrid environments
On-premises infrastructure
the purchase will not count toward the Azure consumption commitment.
⚠️ Important: MACC credit only applies when the solution is deployed and consumed within Azure.
How Publishers Can Check MACC Enrollment
Publishers can confirm MACC enrollment in Microsoft Partner Center.

Open the Offer Overview
Locate the Marketplace Programs section
The Microsoft Azure Consumption Commitment status will show:
Enrolled
Not Enrolled

Customer Guidelines for Using MACC
Customers can contribute toward their Azure commitment by purchasing MACC-eligible Marketplace solutions.
To ensure the purchase counts, customers must follow the correct purchase process.
➡️ Step 1: Choose an Eligible Solution
Look for the “Azure benefit eligible” badge in Microsoft Marketplace.
This badge indicates the solution contributes toward Azure consumption commitment spend.
🗸 Tip: This badge is the easiest way to identify solutions that qualify for MACC.
➡️ Step 2: Purchase Through the Azure Portal
To ensure the purchase counts toward MACC:
Customers must:
Purchase the solution through the Azure portal
Use an eligible Azure subscription linked to their agreement
Selecting “Get it in Azure portal” ensures the purchase qualifies.
⚠️ Important: Completing the purchase outside the Azure portal may prevent the purchase from counting toward MACC.
Purchases That Do NOT Count Toward MACC
The following purchase methods do not contribute toward MACC:
Purchases made directly in Microsoft Marketplace using credit cards
Purchases made using Azure prepayment (formerly called monetary commitments)
⚠️ Warning: To ensure the purchase qualifies for MACC, always complete the transaction through the Azure portal.
How to Find MACC-Eligible Marketplace Solutions
Customers can identify MACC-eligible solutions using the following methods.

Sign in to Azure Portal
Open Microsoft Marketplace
Apply the filter “Azure benefit eligible”
Select a solution
Click Subscribe or Create
Complete the purchase using your Azure subscription

Browse solutions in Microsoft Marketplace
Look for the Azure benefit eligible badge
Select the solution
Click Get it in Azure portal
Complete the purchase in Azure

Additional Notes
☁️ Azure Services
Any Azure service deployed through Marketplace automatically contributes to the customer's Azure commitment.
🤝 Marketplace Partner Solutions
For eligible partner solutions:
100% of the pre-tax purchase value counts toward the customer's MACC commitment.
📝 Agreement Exceptions
Some older Azure Commit-to-Consume (CtC) agreements signed before the Marketplace benefit was introduced may include exclusions.
